Background 
AKF Kyrgyzstan started its operation in 2003 and concentrates on the Oblasts (provinces) of Osh and Naryn. It implements its field programmes via the Mountain Society Development Support Programme (MSDSP), http://www.akdn.org/rural_development/kyrgyzstan.asp a locally registered NGO that it founded.  Programmes are in the field of natural resources management (main projects relate to irrigation, agricultural value chains, livestock), climate change, health, local governance, support to civil society organizations, early childhood Development (ECD), and disaster risk reduction (DRR). Some 100 staff implement between 14-18 projects at any one time. AKF works closely with the University of Central Asia (UCA)  http://www.ucentralasia.org and its Mountain Research Centre, as well as with other AKDN agencies in the country, especially with http://www.akdn.org/akam_kyrgyz.asp ,the First Micro Finance Company.
Kyrgyzstan is regarded as a safe country. Schooling up to grade 6 is fine. Medical facilities are sufficient for smaller day-to-day ailments. Living conditions in the capital are good.

Role
This is an exciting and challenging opportunity to contribute to high quality multi-sectoral development programmes in Kyrgyzstan.  The CEO will provide strategic direction to its evolving programmes; motivate and manage a mostly national team and positively influence the Kyrgyz environment within the global development agenda.  The CEO as the country director will carry overall responsibility for all aspects (policy, legal, financial, technical, administrative) of the country programme, for all staff and assets.  In addition to providing oversight for the programme portfolio, the CEO is responsible for fund-raising from international donor agencies.
Profile
The CEO must be able to demonstrate the highest level of responsibility and leadership under tight deadlines and must have experience in financial management, personnel management, and public and donor relations.  Experience and knowledge of the developing world and experience in post-Soviet countries will be a distinct advantage. Knowledge of the Russian language will be a distinct advantage and Kyrgyz language knowledge would be desirable but are not expected.
The candidate should have at least 10 years’ experience in a senior management position (e.g. country manager or deputy country manager), leading a larger team of employees.  The post requires an individual who is capable of dealing productively with a wide range of stakeholders, including other AKDN agencies, grantees, partners and the broader community interested in development. The post requires travel to remote project sites to understand, assess and oversee project design, implementation and results orientation.  The candidate should have a willingness and ability to learn quickly about a broad range of development issues in which AKF is involved.  Fluency in English, both written and oral, is a must.
